Canada PGWP rules decide whether your Canadian degree leads to a Canadian job. The Post-Graduation Work Permit (PGWP) lets graduates work in Canada for up to three years — but since late 2024, it depends on your type of programme, your field of study and a separate language test.
For Pakistani families, that changes the order of decisions. You no longer choose a college, then hope for a PGWP. You check the PGWP rules first, then choose the programme. Many students who arrived in 2025 learned this too late.
This guide explains the Canada PGWP rules for 2026 in plain language: the three rules that matter, the IELTS trap, the study permit cap, five ways students lose their PGWP and what comes after. Want your programme checked before you apply? Start with a free profile assessment from LingoLab.
Canada PGWP Rules in 2026: The Quick Answer
Under the Canada PGWP rules, degree graduates need CLB 7 in a recognised English or French test and can study any field. College diploma and certificate graduates need CLB 5 and must study an eligible field. Length follows your programme; Master’s graduates can get up to three years.
| Degree (Bachelor’s, Master’s, PhD) | College diploma or certificate | |
|---|---|---|
| Language level | CLB 7 in all four skills | CLB 5 in all four skills |
| Field of study rule | No restriction | Must be on IRCC’s eligible list |
| PGWP length | Matches programme (Master’s: up to 3 years) | Matches programme length |

Rule 1: Your Programme Type Decides Your PGWP
The first of the Canada PGWP rules is about what you study, not where. Since November 2024, degree programmes and non-degree programmes are treated differently. A university degree keeps every field open, while a college diploma must match IRCC’s list of eligible fields, which is frozen for all of 2026.
Degree Programmes
Bachelor’s, Master’s and PhD degrees — including degrees from degree-granting colleges — face no field-of-study restriction. This is why most of our Pakistani Master’s students choose degree programmes at public universities.
College Diplomas and Certificates
Diplomas, certificates and postgraduate certificates must be in a field on IRCC’s eligible list. Programmes delivered through public–private partnerships (curriculum licensing arrangements) are no longer eligible at all. Whether your exact programme qualifies is the first thing we check.
Rule 2: The PGWP Language Test (and the IELTS Trap)
Since November 2024, every applicant must prove English or French ability under the Canada PGWP rules, using an IRCC-approved test that is still valid when they apply. The required level applies to every skill separately — one weak band can mean refusal, even with a strong overall score.
Which Tests Count Under the Canada PGWP Rules
| Accepted for the PGWP | Not accepted for the PGWP |
|---|---|
| IELTS General Training | IELTS Academic |
| PTE Core | PTE Academic |
| CELPIP-General | TOEFL, Duolingo |
| TEF Canada / TCF Canada (French) |
For CLB 7, IELTS General Training needs about 6.0 in each band; for CLB 5, around 5.0 in most bands. This catches many students: the IELTS Academic score that got you admitted does not count for the PGWP. Our IELTS preparation in Multan and PTE classes can prepare you for the right version.
Low English Score Today? What It Means for Your PGWP
Many Canadian universities and colleges run English pathway programmes for students below their entry score. But under the Canada PGWP rules, English-only (ESL) courses don’t count toward a PGWP, and you will still need CLB 5 or CLB 7 at graduation. Planning your English for both admission and the PGWP is part of your free profile assessment.
Rule 3: How Long Your PGWP Lasts
Under the Canada PGWP rules, the work permit usually matches the length of your programme, up to three years. Master’s graduates can get up to three years even after a shorter programme. A PGWP is a once-in-a-lifetime permit, and it can’t run beyond your passport’s expiry date.
Applications are online and must be made within 180 days of completing your programme, while you still hold valid status. Programme length, timing and passport validity should all be planned from the start, not at graduation.
Before the PGWP: Canada’s 2026 Study Permit Cap
None of the Canada PGWP rules matter until you get a study permit — and those are capped. For 2026, IRCC planned around 408,000 study permits, including about 155,000 for new students, as explained in its official 2026 study permit allocations notice.
Most applicants need a provincial attestation letter, but Master’s and PhD students at public institutions are exempt from 2026. The fast-track SDS stream ended in November 2024, so Pakistani files now go through the regular process. The 2027 cap is due to be announced by 1 November 2026.

5 Ways Pakistani Students Lose Their PGWP Before They Land
Most lost work permits under the Canada PGWP rules come from choices made in Pakistan, months before the student flies. These five traps leave graduates with a Canadian credential but no right to work. We name each one; avoiding it is covered in your free profile assessment.
1. Choosing a College Diploma Outside the Eligible Fields
The programme looks fine on the offer letter, but its field isn’t on IRCC’s list.
2. Enrolling in a Public–Private Partnership Programme
These programmes no longer lead to a PGWP, however good the campus looks.
3. Booking IELTS Academic Instead of General Training
The wrong version is rejected for the PGWP, even with a high score.
4. One Weak Skill on the Language Test
Every skill must meet the level separately. A single low band can mean refusal.
5. Letting Status Lapse or Applying Late
Missing the 180-day window or losing valid status can end PGWP eligibility.

From PGWP to Permanent Residence: The Realistic Picture
Following the Canada PGWP rules gets you work experience, not permanent residence. Many graduates use skilled Canadian work experience to apply later through Express Entry or a provincial programme, but nothing is guaranteed and Canada has been lowering immigration targets. Strong English scores matter there too.

Frequently Asked Questions
What are the new Canada PGWP rules for 2026?
The main Canada PGWP rules are: degree graduates need CLB 7 and can study any field; college diploma graduates need CLB 5 and an eligible field; public–private partnership programmes are not eligible; and the eligible fields list is frozen for 2026.
Is IELTS Academic accepted for the PGWP?
No. For the PGWP, IRCC accepts IELTS General Training, PTE Core, CELPIP-General, TEF Canada and TCF Canada. IELTS Academic and PTE Academic are not accepted, even if your university accepted them for admission.
What IELTS score is needed for a PGWP?
For CLB 7 (degree graduates), you need about 6.0 in each band of IELTS General Training. For CLB 5 (college graduates), you need around 5.0 in most bands. Each skill is checked separately.
Do Master’s students get a 3-year PGWP?
Yes, in most cases. Under the Canada PGWP rules, graduates of an eligible Master’s programme can get a PGWP of up to three years, even if the programme was shorter, as long as they meet the other requirements.
Which programmes are eligible for the PGWP?
All Bachelor’s, Master’s and PhD degrees are free of the field-of-study rule. College diplomas and certificates must be in a field on IRCC’s eligible list, and public–private partnership programmes are not eligible.
Can Pakistani students still get a Canada study permit in 2026?
Yes, but the number of study permits is capped and the fast-track SDS stream ended in 2024. Most students need a provincial attestation letter, while Master’s and PhD students at public institutions are exempt from 2026.
